Outgoing Chairman’s Annual report 2005/06
It is with pleasure that I can make the first Chairman’s Report in our Parish Newsletter and comment on our various initiatives to bring improvements to our parish.
Firstly, the Parish Council has established new advisory committees with our partners for Traffic, at both Hayfield and Little Hayfield, and the Old School Field, which are starting to bear fruit. In particular this commenced with a generous grant from the May Queen Festival Committee to resurface the hard standing in the Old School Field, and latterly an application by the Civic Trust for Industrial Heritage in Hayfield has been awarded grant aid of almost £25,000.
There has been increased liaison with the local police to tackle anti-social behaviour, and recently we have welcomed our new beat officer, PC Darren Pope to the village.
The Council is continuing to make headway towards attaining Quality Status, with the introduction of our Newsletter, and more recently with a boost in training for parish councillors. New opportunities are being sought to raise the areas profile and encourage tourism to the locality, with the distribution of leaflets advertising the Hayfield Summer Festival, whilst preparations are in hand to produce a Footpaths’ Guide for the area.
It is with sadness that I have to report on the death of Cllr. Anthony Hallam during the year, and the resignation of Cllr. David Mellor to concentrate on borough issues, but we have since welcomed Cllrs. John Harvey and Margaret Platt on to the Council.
It is encouraging that the decision to rotate venues for Council meetings has persuaded a few more villagers to attend and participate in our Open Forum, which is set aside at every Council meeting to hear your views.
Lastly I would like to welcome the recent changes to the parish grants formula introduced by High Peak BC, which will bring more financial support to Hayfield Parish Council.

The Parish Council would like to place on record its thanks to the May Queen Festival Committee for a grant of almost £10,000 towards the cost of resurfacing the hard standing in the Old School Field; to the relatives of two parishioners who donated £1,130 to provide new public seats in their memory; to the Civic Trust who donated some £320 towards the planting of trees at the Church Street entrance to the village; and to High Peak Community Housing for a grant of £250 towards the new fence for the Lea Road recreation area.
At the year end, the Parish Council had prudently set aside Earmarked Reserves of £10,584 to spread spending over a number of years, so equalising the call on the annual Precept, whilst it had a further £11,436 in General Reserve.
A copy of the Final Accounts Report as accepted by the Parish Council at its June meeting may be obtained from the Clerk if requested with a stamped address envelope.

SUCCESSFUL WELL-DRESSING WEEK
The Hayfield Well-Dressing Committee is to be congratulated on yet another magnificent display this summer. The designs reflected world religions, and were utterly magnificent. The weather also helped: one of the hottest summers on record! The village owes its thanks to all who worked so hard.

CHILDREN'S PLAY AREAS
It is now 10 years since the play equipment was installed in the recreation Grounds at Valley Road, Lea Road and Little Hayfield, since when it has given pleasure to many hundreds of children, not only local but visitors. Is it now time to change some of these facilities for children in the twenty first century?

Very timely is a new programme called “Children’s Play”, recently launched by the Big Lottery Fund, and the Parish Council has agreed to prepare an application on behalf of the children of Hayfield. However it is not a case of like for like replacement. This initiative is seeking creative and innovative ideas and approaches to foster, encourage and support children’s play, and who better to come up with these ideas than the children themselves. So the Council is approaching all organisations in the village that involve children to enlist their support to come up with their ideas for this application. In particular ideas are sought that include disabled children as well as new approaches to play provision for all age groups.If you want to find out more, see www.biglotteryfund.org.uk

The Parish Council looks forward to receiving the views and ideas from our children's groups to prepare an application, and any constructive help from parents will always be appreciated. It would be helpful if this came through our formal organisations in the village, but if you think your views are not being received, please write directly to the Parish Clerk.

OLD SCHOOL FIELD PROJECT

Civic Trust Wins LOTTERY AWARD
As reported by the outgoing chairman, Cllr Andrew Ramwell, the Hayfield Civic Trust has been awarded £25,000 for restoration work in Hayfield.

The project, part of a cultural heritage programme, is to restore the mill race and sluices on the river Sett, on the approaches to the Old School Field.

This work has been made possible by a generous grant from the Local Heritage Initiative, part of the Heritage Lottery Fund, by the Nationwide Building Society and by the Countryside Agency. Teams of volunteers are working each week on this project, and the whole process is being recorded as progress is made.
