4.1 Top o' the Town and Church Street Area 1.

The Plans for Area 1 combine both pedestrian facilities, traffic calming measures and visual amelioration of the built environment. The plans for areas 1, 2 and 3 should really be seen as part of an integrated townscape design, providing a continuity of amenity, traffic measures and visual enhancement. However they have been designed to provide the opportunity to be carried out in phases, subject to the availability of funds, further detailed surveys and the necessary planning permission from the relevant authorities.

The scheme is characterised by paved speed tables, compliant with the conditions in the traffic survey group for wheelchair and disabled movement, signalling the beginning of the mixed pedestrian/traffic zone in the centre of the village, i.e. Church Street, part of Market Street, and the central area designated 'memorial square'. A paved footpath runs down the west side of Church street, protected from the traffic by bollards, but at road level for ease of crossing and pedestrian movement. A total of eight dedicated parking spaces are provided at the Top O' the Town, taking over part of the rose garden on the corner of Church Street and Fisher's Bridge. Additional tree planting will take place to provide a gentler visual aspect to the village entrance.

The paved footpath area continues down Church Street to the entrance to the George Hotel car park, where a second more extensive paved speed table crosses the road, taking the footpath to the east side of Church Street because of the extreme congestion on the west side. Past the George Hotel, the footpath is on both sides of the street.

The design is intended to be a low-cost solution to traffic calming, pedestrian safety and visual amenity, and to make the entrance to the village an attractive prospect. In addition the extra car parking spaces provided should go some way to relieving congestion at a busy part of the village.
